Strategy to facilitate the integration of dynamic lighting from a legal perspective

CE452 Dynamic Light project develops a strategy to promote dynamic lighting with legal certainty. In the scope of the strategy an analysis of the political and legal framework at national and European level has been conducted. “Analysis of the political and legal framework and the examples” analyzes political and legal implications for implementing dynamic lighting strategies on different levels, namely: EU, national, regional, and local. Country specific political and legal implications are analyzed and presented in 6 Country Reports, one for each participating country, namely: Croatia, Czech Republic, Germany, Italy, Poland, and Slovenia. Each country report analyzes national, regional, and local political and legal implications for implementing dynamic light based on the experiences of each project partner. Based on the Comparative Draft Methodology, the EU-Report presents a comparative analysis of the country reports where cross-cutting policy and legal implications are identified. Thus, differences and similarities amongst project partner countries are analyzed and presented.

The country reports and the EU-Report are essential for the elaboration of: a) Country-specific best-practice guide and recommendations from a legal perspective, addressing mainly municipal decision-makers; and b) Information events addressing politicians, decision-makers as well as policy and procurement officers on municipal and regional level.
