INCREASE COMPETENCES OF ENERGY UNITS STAFF ON ENERGY EFFICIENCY: WORKSHOP IN NOVA GORICA (SI)

GOLEA Agency has within the framework of the EU project CitiEnGov implemented a training workshop on 23rd of January 2019 intitled "INCREASE COMPETENCES OF ENERGY UNITS STAFF IN THE MUNICIPAL BUILDINGS AND OTHER PUBLIC INSTITUTIONS IN THE FIELD OF RENEWABLE ENERGY SOURCES AND ENERGY EFFICIENCY".

For a successfull energy planning and implementation of RES and EE measures in municipalities, regular training of public administrators and managers of public buildings is required along with the support of energy managers and experts from local energy agencies.

Knowledge transfer contributes significantly to the achievement of the EU's energy and climate targets, contributes to more effective integration of innovative environmentally friendly technologies and raises knowledge on existing financial solutions for implementation of sustainable measures. Indirectly, the capacity of mutual cooperation is also strengthened at the same time by encouraging public authorities and key actors to develop common solutions to common challenges.

After the opening speech by Rajko Leban, the director of the GOLEA agency the following presentations were implemened: representative from the Slovenian Ministry of Infrastructure Mrs. Tina Žumer presented EU and national legislation as well as a Decree on energy management in the public sector.

The Decree establishes the obligation of introduction of energy management system in the buildings of public sector entities with the aim of increasing energy efficiency and the use of renewable energy sources in buildings used by public sector entities. The contents of the energy management system are, according to the new Decree, the following: implementation of energy accounting, identification and implementation of measures to increase energy efficiency and the use of renewable energy sources, reporting on energy use and on related costs, mandatory energy measurements and minimum requirements for energy management system establishment.

In this context, the presentation of modern energy management systems and the use of energy databases followed by Bogomil Kandus (Enekom doo) as well as  the presentation of efficient energy management and examples of good practices in public buildings and public lighting by Mr. Tomaž Lozej and Mr. Boštjan Mljača from GOLEA agency.

Since the financing is usually the biggest obstacle in the implementation of energy refurbishment, the second part of the training was dedicated to the presentation of existing incentives in the field of RES and to the presentation of results of previous and completed public tenders by Mr. Uroš Habjan from the Ministry of Infrastructure. In addition existing incentives for complete refurbishment of public buildings were presented with an emphasis on municipal buildings.

The training continued with two presentations: Existing Eco Funds for municipalities /public sector, carried out by Ms. Mojca Vendramin and presentation of existing and new finacial sources of SID Bank d.d., carried out by Mr. Matjaž Ribaš.

The program concluded with the presentation of Ms. Irena Pavliha from GOLEA agency which presented the examples of good practices and RES technologies through the energy refurbishment projects implemented within the framework of EIB technical assistance - the ELENA project.

There were in total 54 participants - energy managers public administrators, municipal legal representatives (mayors) and other public administration working in the field of RES and EE.
